Tory Remainer Dominic Grieve teams up with Lib Dem leader Sir Vince Cable to publish plans for a People’s Vote

Tory Remainer Dominic Grieve has teamed up with Liberal Democrat leader Sir Vince Cable to publish draft legislation for a second Brexit referendum.

They have joined a cross-party group in publishing a proposal for laws to bring about a so-called ‘people’s vote’. The idea is also supported by Lord Lisvane, a former clerk of the House of Commons.

Under the plans, a referendum would be held to ask voters whether they want to remain in the European Union or leave under the Prime Minister’s deal.

Article 50 – the official mechanism for achieving Brexit – would have to be extended in order for another poll to take place, meaning the UK would remain a member of the EU beyond March 29.

The legislation for a second referendum could be introduced through the House of Lords under plans being considered by the group. It recommends that the ballot paper should have the question: ‘Should the United Kingdom remain a member of the European Union or leave the European Union on the negotiated terms?’

Mr Grieve, a former attorney general, said: ‘This Bill provides a legally credible way forward, and a politically credible way forward.’

Labour backbencher Chuka Umunna said: ‘This legislation provides a good starting point for Parliament to give the people the final say on whether to go ahead with Brexit, given it looks nothing like what was originally promised’

Sir Vince, pictured below, said the draft legislation demonstrated how quickly a second referendum could be delivered, and put ‘flesh on the bones of our campaign for a final say’.

He added: ‘The Government should accept this as the starting point for legislation to break the current deadlock, enabling the people the final say and the option to remain in the EU.’
